The two words often get used together, but they are different steps. In short: takeoff measures the quantities, and estimating puts a price on them. Here is how they fit together to build a construction bid.

Takeoff: how much
Measure and count everything on the drawings, areas, lengths, and counts of each material and task. The output is a list of quantities.
Estimating: how much it costs
Apply material and labor pricing, plus overhead, profit, and markups, to those quantities. The output is a priced bid.
You cannot estimate accurately without a good takeoff, because the quantities are what you are pricing. That is why takeoff comes first, and why an error in the takeoff flows straight through to the bid.
